Regional Dynamics

Who We Are

The monitoring of regional dynamics has been an objective and practice of CCDR LVT, exercised throughout its geographic area – the Lisboa e Vale do Tejo Region – by the Lisboa Regional Dynamics Monitoring Body (OADRL).

Its general mission is to respond to specific needs for monitoring, follow-up and evaluating the implementation of public policies in areas of its organic competences, namely in the context of strategic management and regional planning and the management of structural and investment funds.

History

In 2010, the Lisboa e Vale do Tejo Regional Observatory (ORLVT) was created as a unique monitoring structure, with the objective of promoting the articulated application of the powers attributed to CCDR LVT in the observation of regional dynamics and the implementation and execution plans and programs and to respond to the particular requirements of the Regional Strategy – Lisboa 2020, the Regional Spatial Planning Plans, the regional nucleus of the Spatial Planning and Urbanism Observatory and the Regional Dynamics Observation Center (CODR), established by the governance model of the National Strategic Reference Framework (NSRF) 2007-2013.

In 2014, the governance model of Portugal 2020 reinforced and expanded the obligations to follow-up, monitor and evaluate the regional dynamics committed to the CCDRs in their territorial circumscriptions, providing for the constitution of Monitoring Organs for Regional Dynamics and the creation, together with each CCDR, of mission structures to support the exercise of the powers of these bodies.

The Lisboa Regional Dynamics Monitoring Body (OADRL) was created by RCM nº 73-B / 2014, December 16, with the mission of promoting training and qualifying demand and monitoring regional dynamics and the effects of public policies and the respective instruments of execution, in particular, of operations financed by Operational Programs.

In turn, the revision of the legal framework of the spatial planning and urban planning policy, completed in 2015, reinforced the general obligations of the CCDRs in the monitoring and evaluation of territorial management instruments, imposing the definition of program execution indicators and territorial plans and deepening monitoring and evaluation obligations.

In this context, the CCDR LVT operationalised, in 2016, the Lisboa Regional Dynamics Monitoring Body (OADRL), continuing the objectives of the Lisboa e Vale do Tejo Regional Observatory, for follow-up, monitoring and integrated evaluation of policies, strategies, plans and programs, in the fields of its organic competence and in its territorial circumscription, and guaranteeing the exercise of specific competences committed by the governance model of Portugal 2020.

Objectives

Considering the legal framework and the interests and needs of CCDR LVT and of regional institutions and actors in terms of follow-up, monitoring and evaluating regional dynamics and the implementation of public policies and instruments of strategic planning and operational programming in the Lisboa e Vale do Tejo Region, the Lisboa Regional Dynamics Monitoring Body aims to:

Produce information and reports for monitoring and evaluating regional dynamics and the effects of the implementation and execution of policies, strategies, plans and programs, especially within the scope of the regional strategy, regional spatial planning plans and operational programs;

Stimulate, participate and monitor strategic planning processes based on territory, namely the regional strategy of smart specialization;

Promote studies and initiatives for analysis and strategic reflection on economic, social and territorial development at regional and sub-regional level;

Participate in functional articulation networks, namely those foreseen in Portugal 2020 for the areas of monitoring and evaluation, capacity building and qualification of demand and regional dynamics and support the monitoring of regional dynamics in the social, economic and territorial domains, aiming at monitoring regional strategy, regional spatial planning plans and operational programs, in conjunction with other relevant national, regional and sub-regional information systems.
